UNISON stands for the United Nations International Special Ops Network, and is a joint effort by United Nations member countries to build an organization focusing on threats to global security. Unlike Vanguard with its centralized hierarchy, UNISON's strength comes from its network of operational cells, each working independently. Its agents are given a high degree of freedom when carrying out their objectives and often work independently or in small groups, without oversight. Their UN mandate, the 'UNISON Charter', gives them the authority to carry out their duty in any signing nation without the interference of local authorities, law enforcement, or governments. Much of their work is done in secret (OMEGA level clearance or higher), although the agency has been also been publicly recognized for thwarting several attempts at "world domination".
UNISON's official crest is a UN globe, surrounded by the famous words of US President Woodrow T. Wilson: “There must not be a balance of power, but a community of power; not organized rivalries, but an organized peace.” Interestingly, UNISON operatives have been observed greeting each other with the words: "Semper Vigilantes" (Ever Vigilante). Whether this second motto is an official one or something adopted by its members is unknown. Their funding, internal hierarchy, and other details also remain a mystery although it is believed they have cells operating in most major cities.
